‘Dhurandhar 2’: BMC Moves to Blacklist Aditya Dhar’s Production House Over Alleged On-Set Violations in Mumbai

Must read

Mumbai’s film industry has once again been marred by controversy following reports that the Brihanmumbai Municipal Corporation (BMC) has initiated action against filmmaker Aditya Dhar’s production company, B62 Studios, for alleged safety and permission-related violations during the shoot of Dhurandhar 2 in South Mumbai.

The BMC’s proposed action against Aditya Dhar’s production company is said to have resulted from alleged violations of filming guidelines and safety regulations during a recent shoot schedule for the highly awaited action-thriller film. If implemented, this would restrict Aditya Dhar’s production company from obtaining filming permissions in Mumbai under the regulatory guidelines set by the Maharashtra Film, Stage and Cultural Development Corporation.

Alleged Violations During Shoot

Sources within the civic administration have revealed that alleged violations were reported in South Mumbai’s A Ward area, which is known for housing sensitive locations with high-security installations.

Among the reported irregularities:

  • Shooting on the building’s terrace without proper clearance
  • Using generator vans without proper approvals
  • Using open flames and torches, despite restrictions
  • Filming at late hours, beyond the permissible time

According to reports, the officials had conducted the inspection after the complaints and had seized the equipment during the shoot, which took place at midnight. The BMC has accused the filmmakers of failing to adhere to the mandatory safety and civic conditions stipulated in the filming permit.

Proposed Penalties and Blacklisting

Besides issuing a warning, the civic body has recommended strict action against the filmmakers. Reports indicate:

  • Proposed Penalty: ₹1 lakh
  • Forfeiting the security deposit of ₹25,000, which the filmmakers had submitted for the shoot
  • Blacklisting the production house, B62 Studios, from applying for filming permissions in Mumbai

If the blacklisting is approved by the senior officials, it would have a major impact on the production house’s ability to carry out further filming operations in the entertainment capital of India. However, as of now, no such order has been confirmed, and the matter is under administrative review.

No Official Response Yet

No detailed public response has come from Aditya Dhar and B62 Studios on the allegations of violations. However, behind-the-scenes sources suggest that there could be ongoing dialogue between the production company and the civic body to resolve the matter.

According to people familiar with the film industry, such instances of violation are not new in big-budget productions, especially if the shooting involves complicated stunts, crowd scenes, equipment usage, and nighttime shooting on location.

Impact on Dhurandhar 2

One of the most eagerly anticipated Bollywood releases is Dhurandhar 2, directed by Ranveer Singh, scheduled to arrive on March 19, 2026. The film is billed as an high-octane spy action sequel set in international locations.

At present, there is no indication that the controversy is likely to delay the film’s scheduled release. However, if there is any restriction on shooting locations in the future, it could affect other productions from the same production company that require filming in Mumbai locations.

Growing Scrutiny on Film Sets

The recent incident has brought to the forefront Mumbai’s increasing scrutiny of film shoots, especially in secure and heritage areas. In recent times, there has been an increase in regulations on:

  • Fire safety
  • Crowd control
  • Noise restrictions
  • Placement of equipment
  • Environmental concerns

Mumbai is the epicenter of India’s film industry. As such, production houses need to adhere to civic regulations to ensure public safety and prevent disruptions.

Industry Reaction

While there has been no word from the film industry on the recent incident, behind closed doors, there is an understanding that large-scale film productions need to be in closer contact with civic bodies.

What Happens Next?

The final call is in the hands of senior BMC officials. If the recommendation to blacklist is accepted, it could pave the way for stricter regulations in the film industry. However, if there is some negotiation or explanation from the production house side of things, things could turn out differently.

The recent controversy involving Dhurandhar 2 is an important reminder that no film is above Mumbai’s civic duties.

As the situation continues to develop, all stakeholders in Bollywood will be interested to see how the civic side of things plays out.
